Senator Dean Florez, a long time supporter of reducing school bus pollution is
Senator to district 16 (Freso to Bakersfield). Florez's district is home to some of
the highest ranked air pollution in the state.
Senator Dean Florez authored Senate Bill 70, a bill focused on state and school
bus fleets using a minimum of 20% Biodiesel (B20) and higher. The bill recently
passed in the Senate and is now needing our support to pass in the assembly.

I am writing to urge you to support passing SB70 as related to Biodiesel in state and school bus fleets.
My reasons for supporting Biodiesel in the state of California are the following:
Biodiesel is…
-Good for the California economy- Biodiesel can be made in our own state and not have to be imported
from foreign countries.
-Good for the environment - Biodiesel does not require the use of fossil fuels and uses waste product
or feedstock grown on California soil.
-Good for farmers - Biodiesel can be made from seed crops in rotation with other crops.
-Good for engines and has been reported by numerous school districts that it reduces the amount of
oil changes the engine needs and keeps the engine cleaner.
-Good to blend with ULSD since removing sulphur reduces lubricity. Biodiesel can provide that lubricity back.
-Good for school buses - There are five studies from leading scientific organizations like National Resource
efense Council and Union for Concerned Scientists that claim indoor air pollution in school buses is
exceptionally high and unregulated. Biodiesel is available now and is an immediate bridge to offer schools
the ability to reduce emissions inside and out.
-Good for reducing emissions - Studies on Biodiesel specifically show that particulate matter,
Hydrocarbons (GHG's), PAH, nPAH, sulfates, and carbon Monoxide all are reduced when using Biodiesel blends.
Reported Nox emissions have been under much scrutiny since the EPA released the Nox data in the 1990’s.
When performing their study, the EPA study that found Nox increases by 2% when using a blend of
20% Biodiesel and 80% Diesel (B20). However, the October 2006 study done by NREL found that vehicles
using B20 do not produce an increase in nitrogen oxide (Nox) emissions. Additionally, NREL performed the
study on eight different heavy duty engines vs. EPA's testing only a couple heavy duty engines. The

Additionally, I support a California based Biodiesel industry, which grows or collects its own feedstock,
manufactures and distributes in order to have a strong statewide Biodiesel industry that provides cleaner air
for all California citizens.
Biodiesel is currently used by millions of people and fleets around the world. There are many issues regarding
general acceptance of Biodiesel and we need the support of the California Senate to ensure that Biodiesel,
as an alternative fuel, gets included to reduce harmful emissions, reduce foreign imports and change the way
we transport people and goods.
Please support Senator Florez Senate Bill 70 in support of our State Fleets and school buses using Biodiesel.

The Ohio Soybean Council has announced the
Clean Air for Kids campaign, a program designed to promote the use of
soy biodiesel in school buses across Ohio and the school bus biodiesel
grant program made available to school districts.
Designed
specifically for the B20 soy biodiesel blend (20 percent soy biodiesel
and 80 percent petroleum diesel), the school bus biodiesel grant
program, established in Gov. Strickland's biennium budget, will help
school districts pay for the incremental cost of using soy biodiesel in
their buses. This will give schools an added cost incentive to use B20
soy biodiesel, in addition to the environmental and health benefits for
students.
